The performance measurement and modelling strategy will depend on the existing industry software, modelling and performance measurement tools in place. Where feasible these will be adapted and developed rather than building new models and tools from scratch.

These models can then be used to distinguish between the performance of the infrastructure and the service operator. The models can also be used to improve operational efficiency.

Experience

• Developed and project managed the PPP Capability performance measurement regime to develop the system to measure infrastructure performance, and set the benchmarks, for the London Underground Public Private Partnership (a £16 billion performance-based contract).
