Summary of achievements
- Development of the PPP Capability performance measurement regime including authoring sections of the PPP Contract;

- Identification and development of London Underground's new IT and modelling requirements to manage the capability performance contract (a train simulator database and run-time variability model).

- Applied the knowledge and tools gained from the Capability performance measurement regime to increase the efficiency of London Underground's operations.
Overview
Cogitare took over the management of the Capability performance measurement regime soon after its commencement. Having resolved the immediate issues of ensuring that the testing programme delivered the required results, Cogitare continued to assist London Underground to meet longer term needs by developing the software, tools, knowledge and supporting documentation to develop the future strategy and processes for Capability performance measurement post contract implementation. The guiding principle was that the performance regime should measure the passenger benefits delivered by the infrastructure and reward in proportion to any change in these.
Understand, identify and implement the immediate project requirements
Cogitare initially took control of an infrastructure testing programme which was running behind schedule and where the deliverables did not meet the rigorous requirements of a PPP of this importance.
Having persuaded the internal business units involved of the importance of the testing ( a mixture of physical train tests and analytical evaluations) Cogitare then redefined the brief for the deliverables and testing methods and worked with the internal clients to develop enhanced prioritisation, reporting and delivery of results.
Simultaneously Cogitare further developed the PPP Contract in relation to Capability performance measurement and instigated new methods of in service measurements, to substantiate results from the testing regime, based on signalling and control systems.
Development of the London Underground strategy and process to manage the Capability performance regime post contract implementation
Being at the heart of the PPP Capability benchmarking programme has enabled Cogitare to identify London Underground's future needs and assist the organisation to adapt and prepare for its new role and responsibilities under the PPP. Achievements include:
- Documentation including Notes of Guidance to support the Contract: Cogitare has produced Notes of Guidance on how to interpret the Contract in relation to performance measurement. The Notes of Guidance reduce London Underground risks by ensuring that the measurement methods reflect achievable passenger benefits whilst simultaneously reducing bidder risks by allowing accurate estimates of future revenue streams. This is achieved by more accurately defining passenger benefits and the ensuing benefit side of the private partner's cost benefit analyses on which the investment programme is determined;
- Processes: Cogitare has developed the London Underground processes to manage Capability performance measurement under the PPP Contract;
- Identification, specification and development of London Underground's new IT and modelling requirements to manage the Capability performance contract: Cogitare developed train simulation software (Automated Single-train-simulator Database) and specified a run-time variability model to enable London Underground to evaluate risks around Capability performance benchmarks, test infrastructure improvements and audit/validate testing proposed by the private partners;
- Identification and management of research to inform London Underground's negotiating position with bidders: Cogitare has managed the research and audit of the benchmarked performance to ascertain the net balance of risk and inform London Underground's strategy in relation to Capability performance measurement at the start of the Contract;
- Ensuring the buy in of Stakeholders (both internal and the private partners): The PPP has changed aspects of London Underground's core business. Cogitare has played a pivotal role in explaining the theory and practice behind performance measurement to the various stakeholders to help achieve a concerted, knowledgeable, London Underground position which is acceptable to Infraco;
- Training and hand over of project to London Underground employees following PPP Contract implementation: Having established the strategy and process for London Underground to manage the PPP capability performance contract, Cogitare ensured knowledge transfer through stepped transfer of responsibilities to employees, accompanied by training and supporting written documentation. London Underground now manage the capability performance contract independently, without Consultancy support;
- Applying and making changes to the performance and standards regime: Cogitare advised London Underground on how to apply and make changes to the performance and standards regime to minimise London Underground risks, whilst simultaneously improving the private partner incentives to supply passenger benefit maximising infrastructure.
Using the PPP knowledge to increase London Underground's operating efficiency
Cogitare is now applying the tools and knowledge gained from developing Capability performance measurement to increase London Underground's operating efficiency.
Recently Cogitare has specified a run-time variability model. The model will enable London Underground to predict average run-times and run-time variability according to the local infrastructure conditions. By providing the link between Capability performance measurement and observed in service run-times and headway capacity the model will be key in providing London Underground with advance knowledge of performance changes to facilitate timetable development. The model will also allow the evaluation of proposed standards changes and assist in driver training and run-time management initiatives.
Cogitare has recently performed a world first by developing software which enables London Underground to assess driving style from in service train data recorder downloads (Train Data Processor). This will further develop London Underground's understanding of the interaction between driver and infrastructure whilst simultaneously providing a tool for London Underground to target and train drivers who would most benefit from assistance.
