Managing Director and a specialist in performance measurement and incentivisation
in the public transport sector. Larry assisted develop the London Underground
PPP performance regime as Project Manager for Capability performance measurement.
With the help of his team Larry also prepared London Underground to meet their
changed role in managing the PPP Contract through strategic advice, knowledge
transfer and specification of the required IT solutions. Most recently Larry
has acted as Project Director to optimise Line Upgrades for London Underground
and also chairs meeting to help the private and public partners implement
optimised solutions. Larry also works as a Contract Mediator, helping partners
to understand their strategic objectives and meet these to through partnership
working. Larry has extensive experience of the transport sector derived as
a Transport Economist for Halcrow prior to founding Cogitare.
