John Fawkner
John has over 35 years experience of public transport and a
wide breadth of experience. He was in charge of investment appraisal and capital
programming for London Underground for 9 years. Challenges included the appraisal
of the replacement of the Central Line rolling stock and the outsourcing of
in-house power generation.
He was subsequently the client for all Station investment, including security,
passenger information, and modernisation before becoming client for the Extension
of the Jubilee Line in its planning phase from 1990 to 1992. He had an important
input on decisions on the operating features including e.g. station capacity,
service levels, installation of platform edge doors.
From 1992-2006 he had charge of TfL's International and European Affairs.
In this role he has been concerned with identifying and analysing the potential
problems created by incoming European legislation, lobbying to get necessary
changes, encouraging technical exchange between TfL and other transport operators
and administrations. He has a very wide range of contacts in European and
international transport circles. John joined Cogitare in 2006 and most recently
John has been advising London Underground on optimising whole life Asset management.
