Improving Infrastructure Investment and Maintenance

Cogitare works with clients to identify the best solution to fit their specific needs. The performance measurement and modelling strategy will depend on the existing industry software, modelling and performance measurement tools in place. Where feasible these will be adapted and developed rather than building new models and tools from scratch.

Cogitare can help develop, implement and manage performance measurement projects to:

• Benchmark existing infrastructure performance;
• Benchmark performance for new systems;
• Provide a method to measure changes in performance;

Develop accurate models which transform infrastructure performance into both potential and realised customer benefits. These models can then be used to distinguish between the performance of the infrastructure and the service operator. This acts as a basis to identify optimal investment and maintenance strategies, or to develop an infrastructure, performance-based, contract. The models can also be used to improve operational efficiency.

Experience

• Developed and project managed the PPP Capability performance measurement regime to develop the system to measure infrastructure performance, and set the benchmarks, for the London Underground Public Private Partnership (a £16 billion performance-based contract). • Developed a train simulator to simulate run-times and headway capacity in function of train performance and the infrastructure constraints. This is key to a rail performance measurement process. Please see Case Study - Software development - the Automated Single-train-simulator Database (ASD).
